Khabarovsk Krai opens driver's licence training for people with disabilities

Residents of Khabarovsk Krai with musculoskeletal disorders (MSD) can now train for and obtain a driver’s licence. Nine local driving schools have introduced adapted programmes to support these learners.

The initiative allows individuals with disabilities to gain independence through specialised category B vehicle training. The process begins with a mandatory medical check, where applicants must secure certificate Form No. 003-V/u. Once approved, they enrol in a 2.5-month programme that blends theory and practical lessons. Training takes place at institutions such as Khabarovsk Automotive College and Auto School 27 in Khabarovsk.

In Komsomolsk-on-Amur, three schools—Komsomolsk-on-Amur Driving School of DOSAAF, Voditel, and Avantgarde—also provide adapted courses. Other options include Shans in Lazovsky District, Avto-Biznes in Bikin, Avtoshkola Dosa in Verkhnebureinsky District, and Signal-Vanino in Vaninsky District.

This year alone, 25 students have already completed their training at Khabarovsk Automotive College and Komsomolsk-on-Amur Driving School of DOSAAF. Final exams are held at the traffic police (GIBDD) using vehicles fitted with hand controls. Drivers who develop a disability after passing their test need not retake the exam; their licence will simply be updated upon renewal. The new programmes remove barriers for people with MSD seeking to drive. With multiple schools offering tailored training, more residents can now access the road safely. The initiative also ensures existing licence holders face fewer hurdles if their mobility changes.
