Chester County has made significant progress in tackling homelessness. The county joined the Built for Zero initiative in 2020 to address the issue systematically. Its efforts have now led to a notable reduction in chronic homelessness. In 2020, Chester County became part of the Built for Zero initiative, a programme aimed at ending homelessness. The county began by improving coordination between government agencies, nonprofits, and partners. A case conferencing strategy was introduced to connect people with housing and support using real-time data and a housing-first approach.

Results soon became visible. Emergency shelter entries dropped from 1,165 in 2021 to 564 in 2025. The Point-in-Time Count also showed a decline, with 313 people recorded as homeless in 2025, falling to 219 in 2026. Chronic homelessness, defined by HUD as a disabling condition combined with at least a year of being unhoused, saw an even sharper reduction.

By December 2025 and January 2026, Chester County achieved 'functional zero' for chronic homelessness. On average, only 11 people experienced chronic homelessness each month. During these two months, the number dropped to just three. The county’s collaborative approach has led to fewer people experiencing homelessness for the first time. Chester County’s success stands out against the national backdrop, where HUD reported 152,585 people in chronic patterns of homelessness in January 2024. The local efforts have created measurable and sustained change.
