A new proposal in Cebu City aims to reward businesses that promote healthier lifestyles. The Cebu City Health Promotion Incentive Ordinance of 2026, currently under review, would offer tax breaks and regulatory perks to qualifying companies. The goal is to make nutritious food and wellness services more widely available and affordable for residents.
The draft ordinance, submitted to the Cebu City Council on February 3, 2026, targets businesses engaged in health-related activities. These include food retailers, fitness centres, wellness providers, and professional services focused on well-being. To qualify, a company must operate within the city and prove its activities directly support health promotion.
Incentives would be performance-based and limited to the portion of the business involved in health initiatives. Qualified enterprises could receive partial reductions in mayor's permit fees, business taxes, and sanitary inspection charges. Non-monetary benefits, such as faster permit processing and a 'Healthy Cebu Business Seal', are also proposed.
Participating businesses would face certification checks and regular compliance reviews by city authorities. However, as of February 9, 2026, no companies have applied for the scheme. The registration process has not yet opened, as the ordinance remains in the proposal stage.
If approved, the ordinance would create financial and regulatory advantages for businesses that help combat lifestyle-related diseases. The city council's decision will determine whether the incentives move forward and when companies can begin applying. Until then, the proposal remains under discussion with no active participants.
